American lawmakers are working through the weekend for the initial time since the federal closure began over a month ago, but expectations for a bipartisan agreement on how to end the standoff appeared to recede as Republican senators proposed a plan unacceptable to Democrats: eliminating the ACA, called Obamacare.
Growing Impact of Government Shutdown
The impact on US citizens from the longest shutdown of the US government in history deepened on Saturday, as federal workers went without pay, carriers were compelled to ground planes and SNAP benefits have been delayed for 42 million Americans.
President's Proposal from Golf Course
As Saturday's session got started, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Endorsement
Several Republican senators praised the plan, which is comparable with a alternative for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is actually better for the patient," one senator stated.
Another senator praised Trump's proposal on social media, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator posted in response to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."
Democratic Response
Democratic senators expressed concerned responses to Trump's proposal.
"Essentially, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been defeated by the public and Congress."
Another lawmaker reacted to the criticism of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? Then I applaud your support for Medicare for All."
Ongoing Negotiations
The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an openness to an emerging plan from a handful of moderate Democrats to terminate the shutdown in return for a future vote on the Obamacare payments.
One Democratic senator, who is spearheading the talks among centrists, said that Democrats "require another path forward" after Republicans turned down an offer to reopen the government and continue the payments for a year.
Another senior Democratic lawmaker continued in maintaining that Republicans should agree to a one-year extension of the subsidies before negotiating the long-term of the tax credits.
"Doing nothing is irresponsible because citizens will go into debt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress does nothing."
Political Situation
Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the support of several Democrats to reopen the government, and the concept of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.
Some observers indicated that the core of such a proposal would remove the ACA's mandate that insurance companies cover individuals with existing health issues.
After his golf outing, Trump returned to his private club and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the proposal that failed to secure enough support in 2017.
